Andy Burnham, Mayor of Greater Manchester, today promised to share a letter from July 2019 from the then-Environment Minister Therese Coffey which shows the request to implement a charging Clean Air Zone came from Government.

The letter includes a “Ministerial Direction requiring Greater Manchester councils to implement a charging Clean Air Zone”.
