There have been four previous consultations on the Greater Manchester Spatial Framework and two of these have been consultations on a complete draft GMSF, one in 2016 and one in 2019. 

  • The first complete draft of the GMSF (2016) saw more than 27,000 residents in Greater Manchester provide feedback, and the plans underwent significant review, including reducing Green Belt impact.
  • The second consultation took place in 2019. More than 17,500 people, businesses and community organisations responded.

The GMSF was further revised following the consultation in 2019. In October 2020 AGMA Executive Board recommended the GMSF 2020 Publication Plan and supporting background evidence to the ten districts with the intention that the districts approve Publication of the GMSF: Publication Plan 2020 pursuant to Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 for representations between December 1, 2020 and January 26, 2021; and Submission of the GMSF 2020: Publication Plan, to the Secretary of State for examination following the period for representations.

The decision by Stockport Council in December 2020 not to publish the GMSF 2020 for consultation or submit the GMSF 2020 to the Secretary of State for independent examination following the consultation period, signalled the end of the GMSF as a joint plan of the ten Districts of Greater Manchester.

The nine districts subsequently decided to continue to produce a joint plan following the withdrawal of Stockport Council from the GMSF.
