Adoption

Following public consultation on the draft Holcroft Moss Planning Obligations Joint Supplementary Planning Document (SPD) between 01 November and 12 December 2024, all nine PfE Plan authorities resolved to adopt the SPD at Cabinet meetings, and via portfolio holders, held between 05 March and 07 April 2025.

The Holcroft Moss Planning Obligations Joint SPD took effect on 08 May 2025 and is a material consideration on planning application decisions.

Any person with sufficient interest in the decision to adopt the Holcroft Moss Planning Obligations Joint Supplementary Planning Document may make an application to the High Court for permission to apply for judicial review of that decision.

Any such application to the High Court must be made promptly and in any event not later than 3 months after the date on which the supplementary planning document was adopted (see above for adoption date).
