Fire Plan


Greater Manchester's Fire Plan is the service’s new four-year strategy setting out how the service will continue evolving as a modern, flexible and resilient fire and rescue service.

This is a plan by and for Greater Manchester’s people and communities. Over 4,000 residents and staff members shaped the plan throughout its year-long development, in GMFRS’ biggest ever engagement exercise.

We will focus our actions around four key ‘pillars’:

  • Prevent and Protect: Prevent emergencies by protecting people and places.

  • Respond: Deliver an outstanding emergency response.

  • People and Culture: Look after our people and foster a culture of equality, inclusivity, and excellent leadership.

  • Excellence and Value: Maximise public value through continuous improvement and sustainable use of resources.

Our plan's ambitions go far beyond what people might expect from a traditional fire service. It sets a course for GMFRS being an integral part of achieving Greater Manchester's overall vision of being a thriving city region where everyone can live a good life.

Our people are at the heart of the fire plan. Through the incredible work of our firefighters and non-operational staff we are confident we can deliver on our aims and progress on our journey to being an outstanding fire and rescue service.
