The final stage of consultation ran from August 9 2021 for 8 weeks, ending on October 3 2021. However, the plan and evidence was available on these pages to view since July 12 2021, which meant that people had time to view and familiarise themselves with the content before submitting responses.
This was the 'Publication Stage' of this plan. This means it was the final stage of consultation before the plan goes to the Secretary of State who will then appoint an independent inspector or inspectors to examine the plan.
The Publication Plan was the plan that the nine local authorities intended to submit to the Secretary of State for examination. This was a formal stage of consultation which was seeking views on whether it was considered that the Places for Everyone plan met the 'tests of soundness'.
The term 'sound' is used to describe a Local Plan that has been prepared in accordance with what Government expects of local planning authorities.
The tests of soundness were explained in the consultation and more information was available in the FAQs and in the National Planning Policy Framework (gov.uk).
Representations to the plan were invited from August 9 2021until October 3 2021 through our consultation portal on the GM Consult website.

Nine councils in Greater Manchester have now submitted the Places for Everyone plan to the Secretary of State for Levelling Up, Housing and Communities. The plan has been submitted together with all the supporting documents, background evidence, and representations received during the final stage of public consultation, which took place from 9 August to 3 October 2021. Please note that no Modifications were considered necessary prior to Submission, therefore the Submission Plan remains unchanged from that published under Regulation 19 in August 2021.
The Secretary of State has appointed William Fieldhouse BA(Hons) MA MRTPI, Louise Gibbons BA(Hons) MRTPI and Steven Lee BA(Hons) MA MRTPI to hold an independent examination of the Places for Everyone Joint Development Plan Document.
